Road User Charges and the link between climate change and road maintenance"},"content":{"rendered":"\n<p class=\"has-accent-text-color has-text-color has-link-color wp-elements-0df9534652e1755706a7f2aec1d8ffdd\">$1.7 billion has been provided so far towards state highway and local road recovery from the 2022 North Island Weather Events, Waka Kotahi NZTA has told the New Zealand Minister of Transport in its Briefing to the Incoming Minister, publicly released on 1 February 2024<a href=\"#_ftn1\">[1]<\/a>, with more funding needed.\u00a0<\/p>\n\n\n\n<p class=\"has-accent-text-color has-text-color has-link-color wp-elements-b2cde7c455900bfc78b67a2467897e28\">The Agency also told the Minister that one of the strains on\nthe current transport funding system is the \u201cincreasing frequency and severity\nof weather events\u201d. There is now clearly a link between roading costs and\nclimate change.&nbsp; <\/p>\n\n\n\n<p class=\"has-accent-text-color has-text-color has-link-color wp-elements-beaa02360b56aa4a47e7a8c2d56f8cd1\">The new Minister, Hon. Simeon Brown, announced that from 1\nApril 2024 battery electric vehicles and plug-in hybrids (PHEVs) will start\npaying distance-based Road User Charges (RUC).&nbsp;\nRoad User Charges are payable on vehicles which use energy that doesn\u2019t\nincur fuel excise duty. This includes diesel and electric vehicles.<\/p>\n\n\n\n<p class=\"has-accent-text-color has-text-color has-link-color wp-elements-1e57f045729bf8cfa79c8e03c3146029\">EVs should contribute towards the costs of transport, roads\nand their maintenance.&nbsp; But what RUC rate\nwould meet the Minister\u2019s aim of \u201cfairness and equity\u201d? <\/p>\n\n\n\n<p class=\"has-accent-text-color has-text-color has-link-color wp-elements-92d5ff78227c60f1a2b02e306931adaf\">The rate for 100% electric light vehicles (up to 3.5 tonnes)\nwill be $76 per 1,000 km, the same rate that light diesel vehicles like utes\nand vans currently pay. PHEVs will pay $53 per 1,000 km, recognising that they\nwill pay both fuel excise duty and RUC. RUC needs to be purchased in advance of\nthe distance driven and each purchase is accompanied by a transaction fee.<\/p>\n\n\n\n<p class=\"has-accent-text-color has-text-color has-link-color wp-elements-aadda0835aab96e6b2ec7772a57deead\">The predominant vehicle fuel here is petrol, so how do the different\ngovernment fees stack up against petrol vehicles?&nbsp; Three popular vehicle makes which come in\ndifferent drive technology flavours, are compared in the following table, driving\na typical annual distance of 14,000 km<a href=\"#_ftn2\">[2]<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-style-default wp-duotone-unset-1\"><img loading=\"lazy\" decoding=\"async\" width=\"752\" height=\"299\" src=\"https:\/\/retyna.co.nz\/wp-content\/uploads\/2024\/02\/RUC-Chart.png\" alt=\"\" class=\"wp-image-421\" srcset=\"https:\/\/retyna.co.nz\/wp-content\/uploads\/2024\/02\/RUC-Chart.png 752w, https:\/\/retyna.co.nz\/wp-content\/uploads\/2024\/02\/RUC-Chart-300x119.png 300w\" sizes=\"auto, (max-width: 752px) 100vw, 752px\" \/><\/figure>\n\n\n\n<p class=\"has-accent-text-color has-text-color has-link-color wp-elements-ed4436ea55545af4fad618c239679988\">Petrol hybrids pay significantly less than ordinary petrol\nmodels, due to their good fuel efficiency.&nbsp;\nThe electric Kona will pay around 20% more than the petrol Kona, and\ndouble that of the hybrid Kona.&nbsp; Diesel\nute drivers get a good deal by paying RUC in comparison with excise duty paid by\nan equivalent petrol ute \u2013 about a third cheaper for the popular diesel Ford\nRanger.&nbsp; <\/p>\n\n\n\n<p class=\"has-accent-text-color has-text-color has-link-color wp-elements-18bc35c3d9ffe2e9088cce8606209e5b\">A comparison with PHEVs is not included as this varies\nsignificantly with the trip driving distance and frequency of charging.&nbsp; PHEV owners that do short daily distances and\ncharge frequently so that they mainly drive using electricity will pay similar\ncosts to 100% electric vehicles, but some PHEV owners have already been asking\nif they can have their electric charging port removed to avoid paying RUC<a href=\"#_ftn3\">[3]<\/a>.\n<\/p>\n\n\n\n<p class=\"has-accent-text-color has-text-color has-link-color wp-elements-b947f9702ed9e2a61883f38288868be5\">And no, the EV battery weight is not a factor in the higher\npricing.&nbsp; Waka Kotahi NZTA states\n\u201cvehicles weighing less than around 6 tonnes do almost no damage to roads and\nso they impose very similar costs on the road network.\u201d<a href=\"#_ftn4\">[4]<\/a>&nbsp; Similar costs in terms of vehicle weight,\nbut, looking at the big picture, not similar costs in terms of damage from climate\nchange. <\/p>\n\n\n\n<p class=\"has-accent-text-color has-text-color has-link-color wp-elements-f81fd7e39f39b2af930be90d69b92122\">From 1 April, the signal from government will be to buy a\nhybrid, not an electric vehicle, now that the Clean Car Discount feebate scheme\nhas gone. Hybrids are great for fuel efficiency, but New Zealand has a\nfantastic advantage in that 89% of our electricity generation is already from\nrenewable sources. EVs have greater benefits for climate change here than in\nmost countries which have more fossil fuel generation in the mix. <\/p>\n\n\n\n<p class=\"has-accent-text-color has-text-color has-link-color wp-elements-73593878339027b43fcfd8ea2ad35ad0\">The RUC rates for electric vehicles need to reflect the fact that climate change is now a significant contributor to roading costs. More will need to be invested to improve roading resilience to extreme weather events, not just clean up the mess. RUC rates need to be set so that electric vehicles pay less than equivalent vehicles with higher emissions, not more.
